For the UK, yes: zero tariff under the UK-Turkey agreement depends on the rules of origin, which depend on where the fabric came from. Ask the factory where the cloth is woven and check with your broker.
Usually not customs duty: clothing in free circulation in Turkey that travels with an A.TR movement certificate usually enters the EU without it. Import VAT and your broker’s fee still apply. This is general guidance, not customs advice: check with your broker.
